A historically Black and Latino neighborhood in the eastern part of Menlo Park, separated from the rest of the city by U.S. 101.
Belle Haven appears throughout the budget: as a dedicated capital project area (Belle Haven Community Campus), as the focus of the income-qualified electrification program, in housing equity discussions, and in the City's Environmental Justice Element implementation.
