A change to a tax that voters must approve at an election.

In California, a new general tax typically needs a simple-majority vote, while a tax earmarked for a specific purpose typically needs a two-thirds vote. Menlo Park's 2024 ballot measure raising the hotel tax (TOT) is a recent example.
