No dollars in the FY 2027–31 plan

This project is in the City's Capital Improvement Plan inventory but has no dollars allocated in the FY 2027–31 plan. No prior spending has been recorded. That doesn't mean it was rejected — it means no money has been committed to it yet.

It can get funded one of two ways, and both run through the City Council: the City budgets the money itself in a future cycle (general fund, reserves, fees, or a bond), or an outside grantcovers part or all of it — which the Council still has to apply for and accept.
