The total spending capacity for a project across the 5-year planning window, equal to the carryover estimate plus all new money proposed in each of the five years.
The 5-year envelope is the headline number for a project's planned spending capacity in a given plan. It is the sum of the carryover estimate (unspent balance entering year 1) plus new money proposed across the five plan years. When two plans are compared, the change in 5-year envelope captures the combined effect of carryover changes and new money changes.
