Newly proposed appropriations for a project in a specific fiscal year of the 5-year plan.
In OpenGov's CIP detail export, 'New Money' columns represent proposed appropriations for each of the five years in the plan window. New Money is distinct from Carryover Estimate, which represents the portion of prior-year appropriations expected to remain available. The 5-year envelope is the sum of carryover plus all new money proposed across the plan years.
